Write the line in slope intercept form: y=\frac{-3x}{2}-\frac{-1}{2}

Since slopes of perpendicular lines are negative reciprocals, the perpendicular line is in the form y=\frac{2x}{3}+b

Substituting (3,2) in, we find b=0 so the line is y=\frac{2x}{3}
